Oh, many reasons. Inertia's a big one - it's still a pretty new forum, but if you find a place you feel comfortable, you can dislike it day-to-day but still hold onto the good bits, or the memories of the good bits, and will require a final push to get you to sever ties. I imagine many of the people who get banned for trifling reasons use it as a proper wake-up call to stop visiting the site.
Also, stubbornness/optimism can encourage you to try and fix what's causing the problems, be the change you want to see, or even not let yourself feel driven away by the toxic elements from this place you feel comfortable. These users likely have misplaced faith in the mods being able to fix things. They also likely believe that the most toxic users can be reasoned with in good faith if you just have enough patience - and they need patience because they're trans/PoC/disabled/whatever so have good reason to be angry. It's so common it's cliché for lefties to bend over for squawking minorities, and it can take numerous encounters with the legitimately crazy members of Woko Haram before they even think to stop giving them the benefit of the doubt.
It can even just be that they figure that large sections of the forums are infected, but if they just stick with little bits here and there they'll have the place they like. They don't realise the rot is set in from both ends, and the places they might feel comfortable are getting infected as well. Something Awful is a clear example of that, with the various victimologists, led of course by the troons, set about extending their requirements for 'a safe space' over more and more of the forum.
And finally, some people just seem to like being somewhere they hate. There's users here who appear to despise the forums, and yet they keep posting here. All places have them, it's just funnier on ResetEra because calling out the userbase is inevitably well-deserved.
The number of users who jumped ship to ResetEra who could be regarded as non-cow types was fairly low to begin with, considering how the forum started. I imagine a number of those have sheepishly returned to NeoGAF, realising the folly of that decision, because ResetEra was almost designed to drive the relatively ordinary progressive into realising just how insane some of their compatriots are.

They tread on eggshells over there, hate each other, are always wanting to fight and the moderation is as unhinged as it gets because they spend 365 days a year being hated and hating the userbase they have to babysit.
