Pretty much this. Charlottesville is already pretty small, then add in the nerd community from there and everyone basically knows of him to a degree. New Game Stop employees used to be warned about him when they would start. I'm sure they still are after the macing incident.
I read here once that apparently Chris tards around town a lot so most of the locals are aware of his existence in one form or another.
That's pretty much what I've figured. I know Marvin has tended to downplay it, but it's already a small enough town, and Chris is weird enough that he is going to stand out, even if it's only to the extent of "he's that weird smelly tranny who maxed someone once." That's enough to be a (sub)urban legend, especially when you consider he's never even left his hometown. And of course, people there still have the internet too, so any weirdos who are into that sort of stuff would eventually find out about their town's homegrown lolcow.
He's basically a fatter, more autistic version of Bloody Mary. Or the Candyman.

There is a difference between "knowing about Chris" and knowing Christory like people on the forum do. I went out for beers in Charlottesville with a group of UVA grad students and he came up. One guy had perused the cwcki briefly and he knew the most, but he couldn't have told you more than Sonichu--lovequest--trolls--tomgirl. If he goes to McDonalds in Charlottesville, chances are decent someone recognizes him. But in a "hey there is that weirdo" type of way. It is less likely people will think "Oh look Chris is at McDonalds. I wonder if he is going to pull out an attraction sign. Will he order Boldy Spicy Wings or a Healthy McWrap to go with his sweet tea?"

I find it helps to preface the introduction with a question, "do you think a mentally challenged person is entirely defined by his mental challenge, or do you think they can both be mentally challenged AND have personalities, such as being shy or outgoing, positive or pessimistic, and nice or mean?"
