Seems really out there. Definately a fascinating idea. Does have elements of real science, which is necessary to pass off a lie, or to prove legitimacy. Hard to tell. I'm not educated enough in this field to tell either way.

I don't know enough about the subject matter to be sure if his process is a more efficient method for producing hydrogen from electrolysis but I do know that it has no bearing on whether or not this is 'free energy'.

This is one of those things where being educated on it might help you pierce bullshit if it's fake, but if it is genuine would just as likely cause you to see bullshit. It would be outside of the scope of what people are being educated to know.
That said it's hard to take teslatech.info seriously (the site he mentions in the batterysmacker video).
Somehow recharging a 12v car battery overnight seems like a very poor application.

No need, I can tell you the ultimate secret to kicking over any "new exciting inventions" - energy never comes from nothing (as this thing notes, but doesn't really care about), it is simply transferred from one form into another. All energy already exists and is only being moved around. If this battery claims to get massive amounts of energy from thin air, then it's a whole motherfucking lot of thin air. A human being uses air to power an extremely powerful furnace that is their body, and we have to do a lot to cram a fuckton of air into ourselves to begin with. A device that's stuffed inside a toy car is never going to just draw enough air to power anything worth shit, and if the energy it's generating from whatever he's poured in there is moved anywhere (like to power a toy car) then it's not coming back safe for divine fucking intervention. As long as you understand that much basic physics you can ignore a lot of the psychobabble people try to fool you with.
Free energy will always be a scam. In fact electrolysis systems have been a very popular type of scam. All of those quacks always claim their own "special frequency" where shit becomes revolutionary, and they all claim different frequencies (while also stating that if you try to build this shit yourself, you'll probably make a mistake and it won't work because you're not a scientist.)

Bob is one of those people who likes to throw around the word "resonance" to baffle and enchant people who don't know any better. Based on this he's probably also one of those people who thinks Tesla discovered free energy but got shut down by big business, which is also horseshit. All Tesla wanted to do was deliver energy for free, he didn't tap into the aether and pull energy from nowhere and it cost them a lot of money to generate that power. An "abundance" of electrons is a very vague term that I'm sure he can't elaborate on because he's talking out his ass. If he did it with a metal he could even move those electrons very easily.
Alternatively what he could have meant is an abundance of free electrons. Sodium hydroxide can't do this. It's a neutrally charged chemical, as all ionic compounds are. OH- despite being a negative ion isn't even an electron donor. Certain elements and ions are able to 'donate' electrons to a more electronegative receiver. However, OH- doesn't do this. Rather, OH- is the product of an electron donor giving its electrons. That donor in this case is sodium metal. There are a special group of bases known as Lewis bases which can donate a pair of electrons to form a compound. Sodium hydroxide isn't a Lewis base, so that has little to do with this.
Taking electrons out of an OH- ion is in fact a very energy intensive process. Here's what happens when you give an OH group an electron and make OH-:
To take the electron back out of the OH- you'd have to take back the energy that caused that explosion and put it back into the OH- ions. So whatever he was doing with this "abundance" of electrons, it certainly wasn't pulling electrons out of the OH- ions. And it certainly wasn't pulling them out of the Na+ ions either, that requires an obscene amount of energy to do.
His claim of adding NaOH to create an abundance of electrons is just preying on most people's faulty memory of high school chemistry. "Sodium hydroxide? That has OH- ions in it, so that's where the electrons come from." In reality the claim makes no sense at all. It's jargon meant to deceive people.
But wait, there'a more bullshit. He claims that he discovered this property when a rectifier in a hydrolysis circuit failed and put AC current into his electrolyzer, which 'supercharged' the system by resonating with the bonds in water molecules. This is very unlikely because the resonance frequencies of water (yes, there's more than one) are in the gigahertz range. That's billions of cycles per second. His AC circuit, regardless of what it was, was most certainly not in that range. Mains current is 50 or 60 hertz. Tesla coils (the ones that shoot lightning) are in the tens of thousands to millions of hertz. His AC circuit powering his boat would have had to be generating current at a thousand times the frequency of even the largest Tesla coils to be resonating anywhere near where water does.
The whole explanation for finding it doesn't make a whole lot of sense- he supposedly found it in a hydrogen powered boat. Why was he generating electricity in a hydrogen powered boat? That means he was either using electricity to make hydrogen to burn in an engine, or using a hydrogen fuel cell to generate electricity to turn a motor. But why would he do that?
