I get why people don’t want their children to end up in special ed, beyond your personal disappointment in your progeny and social embarrassment, it significantly hurts the child’s chances of doing well later in life. Why would you hire someone who went to special ed when you could hire someone who didn’t? But the result of “mainstreaming” a special ed child isn’t going to be that they’re suddenly well adjusted for normal life, it’s going to be that they disrupt their peers, become/get bullies, and enter adulthood illiterate or innumerate. If the outcome is going to be kind of bad either way, special ed that also lets them interact somewhat with their peers is probably the way to go. But I can’t imagine that ever being a positive experience for either side.

Part of the issue here it's that it's illegal to put blacks in special ed in the US*, unless a school in a different state decides to challenge this

No, that's not what the military is "supposed to be.". It's supposed to be an honorable profession or a place to become disciplined and productive. I will say, the former military folks I have encountered at my places of work (usually large organizations and in professional roles, so that's a big filter) are almost always "good" people - honest, earnest, and diligent - both combat vets and those who never saw fighting (most roles in the service are non-combat). But a lot of them freely say they went to the military because they didn't know what else to do and that it gave them direction/money/whatever positive thing that they were lacking before then.

The cited doesn't say this. Prior to Larry P. v Riley, California education code required school districts to use IQ scores when assessing students for special education. The outcome was just that CA public schools could not use IQ tests as the determinant for placement in certain special ed classes. Note: this was the 9th Circuit and is not binding law everywhere, and IQ tests or similar are a component in placement both in special ed and in special programs for advanced/high IQ kids.
