Unfortunately, it won't be that simple. To my knowledge, the tactic of encouraging couples to have children via compensation/other benefits has been tried before, in Sweden, and it didn't really produce results. Tax codes have long since favored people who were married with kids anyway, even if it's not outright called a "government reward" (hence why black Americans joke about claiming their friends' kids on their taxes because they don't have their own)
This is the current mentality of the faux-Marxist gang in the West. Typically the same types who support the idea of UBI. "Well, maybe if the government gave us financial rewards in exchange, we would be willing to have kids!" But the truth is that people in developed countries just don't want to have kids anymore, either way. It's a complex, global, and multicausal issue, and recognizing that fact is much harder for moids than simply blaming women (or for dangerhaired gen-Z libs who hate their government, not realizing that the world is bigger than the USA). Capitalism is predicated on the assumption of infinite growth, so falling birth rates will remain "a problem to be solved" to politicians irrespective of whatever causes lie behind it. In other words, someone has to be to blame and something has to be the solution.
Honestly I think people in general have come to one of two conclusions: A, the world is headed in kind of a bad direction, or B, life is just much easier without the arbitrary additional responsibility of having children. There's just no real "reason" to have them anymore, since we no longer need them for labor (as in the agrarian age) nor do most people have vast fortunes to pass down to any potential next-of-kin. On top of that, fewer people are getting married. Relationships are becoming more casual and even commodified. And large, interconnected family systems that used to raise children communally are all but gone except in places like India (where 3 generations, plus the in-laws, will traditionally live in one house, because they still think that's an acceptable way to live). Interpersonal community, in general, is fading. So why have kids, if it's just an extra responsibility you would have to bear alone, and none of the precious few friends you have left have kids either?

They don't give a shit about women's views, feelings and health in regards to pregnancy, the hard emotional and physical toll it takes on her. Even in the best of healthy pregnancies, there is still so much risk of complications and death for both mother and baby during childbirth.
It's twisted how moids argue a woman can just casually carry, give birth and hand over a baby like it is an object, if she doesn't want it or can't take care of it.
Pointing out things that normal people would consider - the female perspective, the legal views of governments (who considers the economic and social cost of having too many poor mothers and unwanted children), and that most people are only comfortable with abortions in the first trimester - just makes them seethe even harder.
At the end of they day, they despise women, want to control female bodies and blame everything on women.
