Tbf, these guys are ancient anyway. As for Imu, he should have properly informed them on the true history of the world so as not wake up the very things they are supposed to keep sleeping. Nika, Emmet etc etc. Saturn stumbled upon a robot that he thought would help the WG with the tech hidden inside it. He had no idea that said robot was Joyboy's companion and should be kept under lock and key.
 
One thing I've been thinking about recently is if the Gorosei knew about the Nika fruit from the very beginning then why didn't they try to take out Luffy the moment his rubber powers became known to the world ( maybe after Arlong Park some people knew about it, after Alabasta everyone definitely knew about it ) ?
Water 7 and Enies Lobby would have been the perfect places for the Gorosei to show up and take out Luffy without any major stress but for whatever reason they never tried to take him out until the Wano Arc.

I had the same thoughts, but I kept going back to it’s a long running comedy shonen manga. Oda probably didn’t think of it/never knew people were gonna take seriously the elders thoughts on the straw hats the coming years. So here comes the big sudden reveal of luffy’ s fruit being mythical.

I think for all Luffy did, he never really did much to disrupt the status quo. At most, they were concerned about Luffy being a chaotic force in the world who could change the dynamics of things. But after Gear 5, Luffy became a walking representation of everything the Gorosei wanted to keep under wraps. And then it’s a matter of how much will be revealed by Luffy indirectly.

I don't remember if they fully knew he was a rubber man yet, but it's implied the fruit had been eaten by others in the past before, but no one was able to get stronger with it and even come close to awakening it, so they probably figured he'd burn out. But he just kept going and going, and of course declared war on the World Government rescuing Robin and even beating Cipher Pol, then broke into Impel Down and bust back out, then fought the admirals at Marineford, and they couldn't ignore him any longer. They had to keep an eye on him.

And then he went up against Big Mom and lived (and Morgans documented it). He was now a danger because he could go head-on with a Yonko, and he was heading for Kaido. They were definitely sweating by then because it was only a matter of time.

But mainly, he's a "D", they knew this once they got word of him. He was already destined for greatness and being their enemy, but they didn't know the extent of it at the time. Hindsight is 20/20: if anyone could awaken the Nika fruit, it was going to be a "D". And far as we know, no other "D" after Joy Boy (if he's a "D", too) ate the fruit previously.

Also as shown by Saturn, they're kinda dumb at times. They likely underestimated him because they can't or didn't think things through in the long-run while juggling other things on the side (such as Blackbeard and choosing to dissolve the Warlord system).

Zoans' "personalities" are always, subtly, informing the wielders' actions in the form of instinct. In Enies Lobby, it was said that the carnivorous ones are making their users a bit more naturally suited for combat due to their aggression and combat instinct.

Continuing from what I said above, as Luffy was rising in status, they could realistically sent stronger people after him. If they sent an admiral when he was a rookie, it would raise suspicions. Now, there is no such problem.
 
The most likely explanation about why Luffy got missed by the upper echelons of the Marines so long is that every time paperwork about him got near Sengoku's desk Garp fed it to the goat.

I legit hope Oda returns to this, but at the same time, I dunno if One Piece is ready for Eldritch abominations. Might just as well go the way of A Series of Unfortunate Events in not giving an answer and just let the fans go nuts with speculation.
Ironically, the identity of the big question mark was revealed in a prequel series.

ive always seen it as dumb luck. they most likely never really knew luffy had the nika fruit until his battle with kaido. until then it was entirely possible he really did just eat the gum gum fruit. after kaido though everything fell into place and they realized luffy ate the nika fruit and had to be stopped. until then they most likely just saw him as an issue because of the d in his name.

Or you know...the world government relied on the things that traditionally work, Luffy just punched way above his weight class.

Crocodile, Lucci, Moria. All people who on paper should beat the shit out of Luffy on paper.
 
It's like the Gorosei relied on powerscaling and then Luffy went "fuck your powerscaling".
There is no reason to assume Retard McLuffy is gonna miracle his way to realizing Crocs weakness.

And Lucci is basically unbeaten until Luffy.

And honestly, it makes you wonder how the final confrontation of Luffy vs the Gorosei and Imu will be presented on the bigger cosmic lore scale Oda has crafted since Luffy doesn’t know/care about it in the slightest

And even so, no one had awakened the fruit in 800 years. What were the chances some upstart kid was going to? People underestimating Luffy has been part of the story since the East Blue. And after Alabasta, where he really made a name for himself, he quite literally vanished off the map, fought Foxy and had a run-in with Aokiji but managed to win him over enough to be spared, dealt with Lucci where Garp then went after him but no one expected the Sunny to fucking fly, got lost in the Florian Triangle where Kuma was sent to murder him but that didn't pan out, then the Straw Hats all got separated and after some solo shenanigans, Luffy was on a random-ass island for two years. After the timeskip he went under the ocean, just so happened to make a pit stop to Punk Hazard that no one could've predicted, ended up in Doflamingo's territory where Fujitora should've taken him out but didn't, then he was on a phantom island and in the middle of two Emperor territories in a row before the Elders finally had him pinned down at Egghead.

Considering so many of these arcs take place within a few days...the World Government just had no fucking time to take him out in a majority of cases.
