wherever he is, he has no problem keeping his phone charged and getting internet access.
I'm not sure what kind of wall outlets they have in israel but I assume they're different than american ones. I could be wrong. but that means he would have had to buy an adapter. which would mean at some point he had to roam tel aviv looking for a place to exchange currency and then find an electronics store and find the right part. I'm not sure he is capable of all that in an English speaking country, much less israel.
