It might depend on the final numbers, but on the face of it Belligerent seems way better IMO. Reduced antagonism (basically AE) and reduced war score costs could potentially be incredibly strong unless you're playing a full vassal swarm France or maybe Emperor of the HRE where you really need the diplo rep.To finish this development diary we will discuss a value bar that you should consider while playing. This value bar is the Belligerent versus the Conciliatory values.
On one end of the spectrum, being a Belligerent nation will reduce Antagonism received, decrease warscore cost, increase spy network speed, and increase CB generation speed but at the cost of Diplomatic Reputation.
On the other end of the spectrum, being a Conciliatory nation will increase cabinet efficiency, boost loyalty of subjects, and improve your diplomatic reputation at the cost of Antagonism gain and longer CB generation speed.
I suspect that might just be because the player is expected to be more belligerent. I do agree I think Conciliatory could be boosted, maybe a small dev increase? Thinking about it some more I think leaving the warscore cost reduction, and maybe giving them something else (war exhaustion reduction to represent their people being used to the conquest?) but increasing Antagonism makes more sense. After all it kinda makes more sense that if you're an expansionist asshole your neighbours band together to stop you, than it is for them to be less annoyed about it. Think of the actual historical coalitions like the anti-Swedish one that led to the Great Northern War, or the various coalitions against Napoleon's conquests in Europe for example.Sounds interesting, but without numbers I would switch war score cost, reasoning being that being a relatively peaceful nation should mean that their CB would be considered more valid when they do make them, and spy speed because nations wouldn't be as hostile and doing counterintelligence.

Not his hopium specifically, but overall yes, it is hard to not be exited about the game. Everything we have been shown looks amazing, and only concerns left are AI and performance. Flops like Vic3 had controversial shit shown before the game released, so it's easy to contrast that against EU5 and be hopefulHe is very high on the hopium. It is contagious.
