No, if people try to burn Federal property, as they have in Portland, then the Feds are justified to send in whatever force is required to protect their property and prosecute those who have broken Federal law. If the state says they can handle it, and demonstrate they can't, then yes, send in the National Guard to restore order. Wheeler's finally come to his sense and said "Stop trying to murder people" but having been allowed to run loose for 2 months, the crowds are no longer listening to any local authority or stand-down order. These people aren't holding signs and picketing on the sidewalk and being nabbed for that, they're persistently and violently trying to break stuff and hurt people, I don't know how you can look at the news feeds from Portland where "protesters" are dumping paint on little old ladies and burning police stations and think it's not out-of-control.
