There definitely was communist infiltration of the US Government, but McCarthy's methods were idiotic and self-serving. He exploited the issue for political gain, mainly to secure a win in his next senate election. Cases where communist spies were actually exposed in the Government (eg Alger Hiss, the Rosenbergs) had nothing to do with him. He made the process of rooting out spies so much worse because he associated it with blind witch hunts.
