1) After putting a couple hundred dollars worth of waterproof bags on a shitty bike worth half that all with begged $. He decided it's too wet to ride in Portland
2) Despite tats, drawings and photos posing with bike stuff...I can't find a single picture of Phil actually riding said bike

When you first heard about Phil: Probably 2010! I can't remember as Phil is one of those cows I have only read the finalized wiki pages, I haven't seen any antics live.

Where you first heard about Phil (website): I think it may have been on /cow/, I saw this drawing of this Sasuke guy from Naruto, with a palestinian scarf, shooting McCain in the head with a gun, and I felt a desperate need for explanation.
When you first heard about Phil: Hell if I know, a million years ago...back before CWC went tomgirl and was still manly like a Fist of the nort star character, whenever that was.
