I think there's usually a bit of money making scheme mixed in too. If they do it right, they can make it so once you buy some wimmywazzles you can never get a 0 balance by spending them so you never get your full money's worth and it also acts an incentive to buy more. "Shit, I need 11 wimmies to support this person but only have 3, guess I have to buy 57 more."
Isn't this sort of like in real terms if you buy a Visa/MasterCard giftcard for someone for say, $100 and they wittle it down to 43 cents, you can't spend it anywhere or subtract it from a total because these motherfuckers only take full amounts and leave it to rot until the card expires? I've read schemes about how someone can pile those up but that's basically just scamming upon scamming.

I don't think you can legally restrict gift cards like that. They will use whatever amount is left on it and then you pay the remaining.
It's not illegal but I think that if you're speaking to a cashier you to specify the exact amount first (meaning you know the balance on the card to zero it out) as payment first, swipe, then pay the rest in whatever way. For someone who is just wanting to hurry home with a small purchase that is more than $1 it comes across as a major pain in the ass. Plus some cashiers are stupid. I have no idea how it even translates to online transactions (say I have 4 cards with 10 cents, 9 cards with 2 cents, etc etc) you get the picture.
