My 2 cents for the "swatting" is that Ralph called Moneterrey, as in Monterrey, Nuevo Leon, not the one in California, which got Monterrey's police to ask Merida's police to check on whoever was drunkenly making these calls, as this is what is discussed very early in the call, when the police seems to be the most hostile (to be quite fair they just sound angry rather than guns blazing). I found it funny that Ralph had to explain both how he was a Youtuber that's not on Youtube and also his demands to be placed on a no-swatting list. SWATing is not a common issue here, even within the "Internet people" of the country (probably because we lack a particular catboy-ran organization), so the mere idea of it is probably pretty new to the police he was talking with, but I don't doubt he'll be able to get it all. As @Meridano has said, Merida is pretty friendly to Americans living there.
As to the vaccines, which I saw discussed for a while but I'm too lazy to quote the appropriate people, Mexico, specially in the cities, does not have big issues with natal care or vaccinations. There is currently an issue of a shortage in the public sector for both some vaccines and some particular meds, but that's more due to shitty public policy than anything else, it's still available in the private sector and for accessible prices, like 300 pesos for a tetanus shot, which even with the current deflated exchange rates is like 16.34 bucks
