It's hard to say. She encouraged him to get a motorcycle but was also considering leaving him before her dad started fucking with them. So maybe she's on some black widow shit, maybe she's retarded, maybe she just thought it'd be a good idea to put an alcoholic benzo addict who brake checks 18 wheelers on a bike.

I think her crazy outweighs her stupid and it's some unfathomable combination of all three. Ralph took away her phone quite a while back so it's possible she doesn't know things like motorcycles, toxicology reports or suicide are things that can mess with her insurance claim when he dies
