It's worth noting that Taxco is a tourist city just inside of Guerrero state and other countries' guidance is not quite as conservative as the US. But even then, looking at maps of various countries' travel guidances, you can see that Ralph is just planning to dip his toes into a part of Mexico that has become quite dangerous.

In principle, if Ralph gets on his bus in Mexico City, walks around the city during the day, and then goes back home on the bus, he should be fine.
