I wonder if he actually "lost" them or if he sold them to passport forgers to use for fakes. Even if he didn't, that's probably what they assume he was doing so they don't want to give him more. The only reason I think it's more likely that he's a moron is that I don't think he has the connections to find that kind of person.

idk about you guys but i'm actually losing a lot of interest in this supposed big halloween surprise.
