So Scarlet is is sending him all her DM's from her phone or Ralph as logged in to her Apple Account on another device and is getting a mirror of everything that goes though her iPhone.

Guaranteed that he has access to her accounts by this point, he was already taking her phone from her and messaging the people he didn't like. He's 100% put keyloggers, gotten her passwords, etc.
