I believe evidence of having sexual relations with Ralph can be used in all 50 states plus Canada that one isn’t mentally competent to manage their own affairs, and requires commitment or conservatorship.

Think about it from the cops POV. Look at Ralph, you'd feel sorry for him and recognize his foul mouth is the only bravado he can offer; he can't physically take on anyone, he looks deformed and miserable, he looks like a bum, all he has are his words to try and be better than you. The cops had pity for him because I know with others, they would have reined them in a little, they didn't even try with this lame excuse for a man who has absolutely nothing in this world except his foul mouth.
