Actually it's kidnappings by non-custodial parents and things like that which are behind schools being controlled access. Most school shootings are done by students who are supposed to be there, and really aren't all that common in comparison, despite the much greater attention the media gives them.

School bus lots are even more locked down than regular school property. The district bus lot was in my high school parking lot and it was completely enclosed with 10' high fences and a motorized gate. You have millions of dollars in vehicles and tools and equipment in there, and just a couple people could cripple the entire district if they were able to get in and damage some of the buses.
This. My step father manages the bus lot for Tuscaloosa County and one day he came to work to find every window of every bus shattered because the gate didn't close properly. Heads rolled and $$$ wasted.
