I hear you, but one of the Pokemon you mentioned is from first gen and the other one is a trash boat.In Gen VIII Blissey is for the first time since Gen IV(aka before Eviolite was created) is often the better option over Chansey. From what I can gather it is mostly because, due to the lack of unmovable hold items like Mega Stones and Z-Crystals in Sword and Shield, and the prevalence of many new items who make-or-break many Pokemon's ability to function at all, like Heavy Duty Boots, made Knock Off show up everywhere, to the point that more often than not Chansey would lose its defensive edge over Blissey, meaning it's just better to use Blissey in most teams.

My cards can put a kid through college but they can't beat a basic form printed last year.
I saw a Dark Raichu deck that I want to try though. It looked like it might be competitive against newer decks what with blowing up your opponent's bench and all that. The newer cards are nuts though. They have more health and do more damage with less energy required. Can't compete with that.

Say what you will, but it's signature move being a King's shield for defense makes him an easy slot for a dark type mon, imo.

It is likely that he could get both a regional form and an evolution for the next generation.
