DELPHI, Ind. (WLS) -- Indiana State Police are expected to release more details Monday morning about an arrest in the 2017 murder of two girls in Delphi

Police are expected to name the suspect during a news conference in Delphi at 9 a.m. Central Time.

Residents told ABC7 they've interacted with the suspect multiple times and said the individual reportedly worked at a local pharmacy.

Sources tell ABC's Indianapolis affiliate a person has been arrested in connection with the murders.

"The state police never really discussed details on what was found at the scene, but the belief all along is that there was at least some sort of genetic material," Brad Garrett, ABC News contributor and former FBI agent. "Clearly they have something that links him to the crime."

The case has been shrouded in mystery since February 2017 when 13-year-old Abby Williams and 14-year-old Libby German seemingly disappeared after going for a hike. Their bodies were found the next day.

"How did this come to light almost five years after this crime was committed?" Garret said. "Something broke in recent days, at least to the point that it gave them enough probable cause and evidence to arrest this new person."

The girls' killer was able to avoid capture, even with thousands of tips coming in to police and despite one of the teens, Libby, taking this grainy video the day of their disappearance showing a man walking towards the girls.

Authorities have said he may be the killer. Libby also captured a chilling recording, thought to be the man's voice.

Libby's family reacted to the update expected later Monday. Her sister Kelsi tweeted, "just know how grateful I am for all of you."

Just know how grateful I am for all of you. No comments for now, any questions please refer to the Carroll county prosecutors office. There is tentatively a press conference Monday at 10am. We will say more then. Today is the day%uD83D%uDC9C

I heard about this case because of the creepiness of the girls having filmed him in advance. It's so tragic that even with that evidence it took them this long to find him. I never thought what they released was a whole lot to go on, but I'm glad it really was a local. Most people thought he had to be local because of where they were hiking, but a drifter would have been harder to pin down.

Apparently he went to alcohol rehab in 2017 not long after this, but was seen in later FB posts drinking with his wife at the bar. It's very possible he had done stuff like this before but got sloppy from the drinking. Leaving a phone with video of yourself doing the crime is pretty stupid and sloppy. I bet his computer was full of CP and maybe videos of the killing and that's what got them to dig up the yard. Hopefully they'll let the public know during or after the trial. Does anyone know if Indiana can show trials on TV/Youtube? Since Indiana has the death penalty I figure he'll plead guilty though.
Maybe.
I just am not sure if I buy it completely. I hope their evidence is water tight and they nail him, but where does Kegan Kline and his pedofork father slot into this?
That was heavily involved in this case and they said it was likely tied to KK and his father, so were does Allen fit in? What about Ron Logan? I mean everyone was convinced it was him for a time period.
How do you go from sloppy drunk to murderer so casually?
He apparently was well liked enough in town.
I mean if they've got a really solid, watertight case, great, but I'd be fucking surprised. Unless they got something from the Kegan Kline investigation that directly links Allen to it... maybe.

I'm just shocked that in Burgerland, it's O.K to do such an emotionally driven press conference and not have it completely fuck up the trial. It kind of removes the "innocent until proven guilty" thing.

Indiana State Police have been know to do some very questionable things. (see investigator Bill Dalton and podcaster Ashley Flowers for recent fuckery) Lots of politics at play. Always.

I had more stuff that was supposed to go in this post, but it wouldn't save and edit wasn't giving me the time of day and then through the magic of me having a really bad day it all just... vanished.

Here's a link to the Murder Sheet podcast. They have lots of episodes on several cases including Delphi.

I always figured the killer to be some strung-out junkie from the Purdue University area that is near Delphi. I wonder if this guy had been swiping drugs/pills from his job. Not that chemical abuse absolves him of guilt in any way, shape, or form of this crime, just a curiosity I have regarding his actions.

Theres some (probably unfounded but fun) speculation on reddit that the killer may have been this frequent poster to Delphi-related subs who interestingly went completely dark around the time the search warrant was carried out on Richard's home: https://www.reddit.com/user/tobor_rm/
I hate reddit.

That tobor_rm poster is weird af even for over there. I do wonder what the story is... Mr Robot spelled backwards. lol

Richard Allen is asking the court for a public defender. No shame there, lawyers are expensive, but there's something weird about this.
Is Ricky a rich kid of 50 who expected mommy and daddy to pay for his defense, and they said no?

Richard Allen has lawyers assigned to him now.
Oh, and the police have known about him since the beginning, or they should have since he "told a state conservation officer he was in the area on the day of the killings, but his report may have been considered unfounded, a police source tells I-Team 8."

His report may have been unfounded? What, did they not believe he knew where he was on that day?

It's uncommon but not unheard of for nutcases, the lonely, or attention whores to insert themselves into a police investigation. Then there's the possibility of some one covering for other people. So it's not so much the police didn't believe him, but just taking somebody at their word with no investigation to prove one way or another is a good way to fuck a case.

Quick edit: Another thing to consider, the police could of also been keeping the media in the dark or giving them purposefully vague answers to keep a potential suspect from getting nervous and fleeing.

Richard Allen's defense team pushes for public release of court documents

DELPHI, Ind. — Richard Allen's defense team spoke to the media following Tuesday morning's hearing on whether to publicly release the probable cause affidavit in the Delphi murders case.

Andrew Baldwin, defense attorney for Allen, said he wants the documents publicly released because his team is "not impressed" with the lack of evidence in the document.

"You're gonna read that probable cause affidavit, online or wherever they get it, and hopefully that's gonna ring a bell for somebody to help us out because he is innocent. He has told us that very emotionally."

During the hearing, the prosecutor revealed his belief that others may be involved in the murders.

"We believe Richard Allen is not the only actor involved in this," Carroll County Prosecutor Nicholas McLeland said.

"I mean, that's new news," Baldwin said after the hearing.

When asked if that was reflected in the probable cause affidavit, Baldwin replied, "not the PCA that I read."

Baldwin said Allen and his family have been "tremendously" impacted by his arrest.

"His wife is just a wonderful person, and she loves her husband. They've been married for over 30 years. They were basically high school sweethearts. They love each other, and she fully supports him," Baldwin said. "But it is devastating. She's scared. She doesn't want to leave her house."

Baldwin maintained that Allen is not the person responsible for the murders of Abby Williams and Libby German.

"Our client's the wrong guy," he said.

Baldwin recognized it may be unusual for defense attorneys to push for more information being unsealed, but he said that points to how confident they are that Allen is not guilty.

"That's how confident we are that the evidence contained — at least what's written in the probable cause affidavit — is nothing for us to worry about," Baldwin said. "We're confident that whatever is out there is not going to be enough to show that our client did anything here."

Baldwin said Allen is "confused" and "bewildered" at the accusations against him. He also said Allen had plenty of supporters, and they've received many calls from people who don't believe Allen is responsible for the murders.

"I've got a guy here who says he's innocent ... and what I would say, a very flimsy probable cause affidavit. Those are the two things that I do know," Baldwin said.

The special judge decided to take the defense's motion under advisement. The judge said she will release an order at a future time. A Feb. 17 bond hearing was also scheduled for Allen.

Here's an animation of the location and movements of people based on the PCA.

It's horrifying, watching the minutes tick by after RA and the girls crossed creek is heartbreaking and filled me with dread. I never knew or though he was with them at the kill site for an hour and a half. I don't even want to think about what he was doing to them for those 90 minutes. This fucker did it 100% and wish he would fry for it.
