Same here, but keep in mind if you use an Android phone to make a Gmail account via app, Google will collect the hardware information of your phone for security purposes (Apple does this too with iCloud emails). So I hope you used a burner phone paid in cash if it's anything really private.

I've been using Outlook lately for setting up email addresses that I want to 'look legitimate' to send certain emails. I haven't had any problems registering from VPN IPs (apart from that infuriating solar system captcha thing)- the only thing I've been forced to do is enter a backup email (which I did with a temporary email provider that lets you specify an arbitary string for the email, so if I do ever have to use it again I can actually get back in). No SMS verification required.Had the same problem just now.
I also tried making a new Protonmail account but like OP it was asking me for verification. I only tried this once, but maybe the VPN IP I was using had been flagged for abuse or something. Thing is, this VPN I'm using is also Proton.
Granted I'm not very savvy with this stuff, but I've found it increasingly difficult to create throwaway E-mail accounts recently. Depending on what IP address I'm using, Gmail usually (but not always) asks for SMS verification, and with Outlook the actual homepage will sometimes just not load. With Tutanota I always get "this IP has been flagged for abuse".
EDIT - also Outlook will block your account pretty quickly if you try accessing it from too many different IP addresses.
The problem I have with the Outlook main page being erratic with loading may also have to do with my ancient laptop and my retardedness when it comes to understanding how a browser connects to a website. Protocols, https, DNS, still no clue how that all works. This seems like an unsafe idea to me unless you can re-set-up the second Outlook address if you ever need to get back into the first one and get the recovery prompt.When I need to enter a backup mail for Outlook I just setup a second Outlook account and use that for verification. The second one will eventually be disabled after seven days (unless I set up a third Outlook address) but it doesn't matter, the first one has a "verified" backup e-mail.
