It effects nothing because you shouldn't be having your credit card on any of the these services in the first place. What this does mean however is that this removes 90% of the maintenance cost for long term upkeep. So it would extend the shelf life of the digital storefront. Nintendo did something similar to the 3ds and ended credit card purchases, so this isn't some unthinkable brave new era, but it's part of the lifecycle of digital storefronts.
And if your nanny state requires you to have a credit card to doublecheck to see if you're a big boy well then you should shoot yourself for living in a place like that.

It's Sony being cheap, incompetent fucks and winding down these old platforms because they want them gone, and want to herd everyone to PS4 or more preferably PS5. It's going to happen, and it'll probably be relatively soon.
Again, this wouldn't be a problem if Sony would pull their heads out of their asses and come up with some sort of legacy backwards compatibility solution for their games, but I guess their employees are too busy jerking off to Abby porn to care.

The problem I see is that most of the PS3's library is really mostly unknown titles without a wide audience. Like Demon's Souls got a full remake, as did Nier, Uncharted, TLOU, Journey, those were the things that gave the system notoriety and garnered fanbases. They have all the heavy hitters from that era able to be played in some modern form already.
But stuff like Afrika and Folklore, that's going to be a hard sell, not only that but you have many region specific titles that just never did well back when they were current and they never got a western release.
Afrika could probably benefit from modern controls, because the driving aspects are clunky as all hell. But it's also not a particularly exciting game, the night missions are all on a track and the exploration areas are very limited when compared to modern open world games. It has brand names out the wazoo, with Suzuki and NatGeo being very prominent and all the cameras were sony brands. So if you were to remake it to modern standards it would require a bit more effort.
