He's got an severe Obsessive Disorder, Granted this will have to be double checked, but i recall hearing that this was passed down the grapevine from the early days of this shit, when Ice Cold had a split in it's team, Apparently a good chunk of the guys in IC (Ice Cold) were unaware that Dante etc.. were doing a lot of this shit behind the scenes. (thinking the claims about FX were true at the time) when they went after RD however, one of the devs was apparently an ex member of RD and realized the guy was full of shit and had owned Ice cold on the steam workshop, so he basically hijacked the mod out from under Dante as a "Fuck you" to him.

Apparently, this dev was told by one of Dante's irl friends that he had an Obsessive Disorder, ADHD etc.. the dev then proceeded to tell RD and others who were involved, you can find a good chunk of this stuff in RD's server, it's all there and Dante can't get rid of it, since his account is banned in the server, so it's up there for all to remember.

Russian state funded mod “African Dawn” released, according to some words from the grapevine, the streamer “Grisha” was paid by the state to promote this and hire a team to develop this but the team hired did fuck all except one guy and the result is a half baked mod that’s only slightly better than TOTA (which isn’t a high bar to cross to begin with.)

Nice to see Russian taxpayer money well spent!

Edit: Another thing I would like to add is that the individual developing this (because again the rest of the “team” did fuck all) was given a very strict deadline with very little wiggle room so I wouldn’t lay the blame on the modder himself, if he was given more leeway and didn’t have a deadline to worry about than I have no doubt that this mod would have a mid to average first release given this guy’s other workshop submissions.
