In most cases? Burning out. Normal people during '18-'19 already felt like shit, with some being half-dead in terms of work. Also sooner or later they also hit university, which sucks any free time to mod you had at school and makes doing other shit a chore (some even joked about it). Then they either get tired either of work quotas, Panzer's shit or just TNO, and then try their hand at either other mod projects or their own mods (which then die because in most cases they've picked up modding just to do TNO and their own ideas are either too much or too shallow).
TNO's main retirement home was Godspeed: A Flame for Winter mod (which is miraculously alive still lmao, i don't know how they keep going, maybe it's just one or two dudes), but there were also others like Rule Britannia (was literally born because some TNO artist decided to do some portraits, cool idea, nice implementations, died). Most of them just stopped modding HOI4, though.
Also since '19, i think there were insane amounts of brainrot among the moderation teams and devs (mods getting on the troo-train and devs refusing to "exit gracefully" (in other words, putting their heads out of their asses and doing things), which in turn causes the whole lore echo chamber thing) along with Pacifica's ascent to developer status, so there's that.

Pacifica worked on Spain? No wonder it was such a buggy and useless mess to play with Franco and Salazar so poorly written to be petty faggots. I wonder how whitewashed he made the CNT-FAI once it's content gets out (Judging from that portrait he made of himself in TNO's files it is a CNT Soldier). I am guessing a second massacre of priests, nuns, and desecration of churches will be justified as they are transphobes or something.

Working on Spain was Pacifica's whole schtick. He did most of the thing in like two months, which seemed impressive from the point of view of other teams because no one really tried to olay the game or play it as other countries. His whole reputation kinda arose from that. He also tried to work on Catalonia in Godspeed but kicked himself out because people weren't really happy about Panzer or TNO.

Fun fact: a guy on fb said the general who killed him as "as bad as" literal nazis on concentration camps for killing the prisioner without him being judged first, despite that he would be shot by a firing squad anyway, the general just decided to spare bullets.
The man who filmed later said he is sory that the general's life was ruined because people watched without context.
