In most cases? Burning out. Normal people during '18-'19 already felt like shit, with some being half-dead in terms of work. Also sooner or later they also hit university, which sucks any free time to mod you had at school and makes doing other shit a chore (some even joked about it). Then they either get tired either of work quotas, Panzer's shit or just TNO, and then try their hand at either other mod projects or their own mods (which then die because in most cases they've picked up modding just to do TNO and their own ideas are either too much or too shallow).what do you think actually caused the brainmelt?
TNO's main retirement home was Godspeed: A Flame for Winter mod (which is miraculously alive still lmao, i don't know how they keep going, maybe it's just one or two dudes), but there were also others like Rule Britannia (was literally born because some TNO artist decided to do some portraits, cool idea, nice implementations, died). Most of them just stopped modding HOI4, though.
Also since '19, i think there were insane amounts of brainrot among the moderation teams and devs (mods getting on the troo-train and devs refusing to "exit gracefully" (in other words, putting their heads out of their asses and doing things), which in turn causes the whole lore echo chamber thing) along with Pacifica's ascent to developer status, so there's that.
