Commodore is literally a Windows ancestor. If you can Windows, you can Commodore, so just make your games there.
GEOS on the Commodore 64 is still a more functional and less crash-prone OS then Windows 10, and it runs in under 20Kb of code on a machine with 64kb of RAM and a 1MHz 8-bit CPU made in the late 1970s.
It would probably be just enough computer for Chris Chan to handle, actually.
