The only info I have to disprove Phils claims other than his paperwork being bullshit is a former Phil friend asked him about advise on how to qualify for the producdure on online medi-cal insurance and Phil got very evasive and unhelpful and an additional source (who's generally good for this stuff) who claimed Phil was actually out of town getting ink rather than getting surgery.
