The state does not work like that. If Chris is sent to prison he is going to be just as limited as anyone else there. If he behaves well will he get some luxuries? Yes, but those are also few and far between AND are not free (radios, games, TV etc). If he goes full tardie they may either throw him in the hole or a judge may just deem him mental enough to toss him into a psych ward. Of course this is coming from my limited knowledge on the justice system when already in prison and also does not take into account differences in States.
In general -- and someone can correct me if I'm wrong about some jurisdiction -- once you are incarcerated, it's not difficult to force you into a mental health facility within the prison system. Since you are already being held against your will, it's not that big a step to being held in medical because of your mental issues.
Being involuntary medicated is another matter, and policies vary state-to-state, however there is no national prohibition on forcibly medicating prisoners -- SCOTUS has already ruled on this, so it's up to the states and their laws and/or policies. Some places make it more difficult than others.
It's still usually far easier to force people into pharmacological treatment in prison though due to the simple fact that they're in prison and the public is less likely to advocate against it. It's up to the inmate themselves to get in contact with people who will help them arrange a lawsuit.
The end result is that, sadly, mental health issues often go untreated until a person is incarcerated for a crime, and that treatment often ends again as soon as the person is released.
It seems unlikely that Chris is gonna go to prison though, and a rural Virginia jail probably doesn't have much in the way of mental health facilities in their medical wing. WSH didn't seem to do much to fix him, but he wasn't there to be fixed, just restored to being able to understand basic court procedure.
Chris needs help but he's probably never going to get it.
I personally do not think he would jump on the MAP train due to his infatuation with a more mature females figure (big ass, big tits, etc etc). Chris has never shown tendencies of that in the past either as far as Im aware. He did show tendencies he may have forced himself upon others sexually but I think to him people under the legal age seemed '"icky"" to him.
Chris most definitely wants to bang girls who are underage in Virginia. Not out of preference, just that they have ass and tits like any other woman. He'd probably be safer if he lived in a state/country with a lower age of consent. I don't think he'd ever go after middle school girls (aside from fictional anime ones like Sailor Moon).
It's not even that consent itself is much of an issue -- there are extremely few women who are even slightly attracted to Chris, and one who isn't past middle age would be a fucking unicorn. The issue is that he could still get in legal trouble for groping, but he'd be better off in a place where at least the penalties/attitudes were less harsh.
His adherence to the age of 18 was virtue signaling -- mostly to himself. It's the same way he proudly boasted that he didn't do alcohol, drugs, etc. until he started drinking booze and smoking weed, and suddenly it became okay. Since he didn't intend to do it, he could use it as a crutch to make himself feel superior to others in a world where there was precious little he wasn't inferior in.
