The way it's worded, it has to be set up in such a way that he is in a position to continue to receive services even after 30 days. So they can't just pay for a month in a motel room and call it good when he's kicked out for nonpayment on day 31 -- it has to be something that can be continued indefinitely.
The way I read it, they have to find a permanent placement for Chris, but if they can't find one within thirty days they can give up and just send him out into the world. Of course Chris would then fuck up and yoyo right back into the court's lap again with new charges. The court REALLY doesn't want that.
That's why I think they've given themselves this weird super long continuance. There's not really much in Chris' case to actually litigate, so there's really no need to waste time on hearing after hearing. However, it has slowly dawned on the court that finding a permanent placement for Chris is going to take much longer than 30 days. So they're running out the clock on him while giving themselves as much time as possible to find a tard home willing to take him before they conclude his case and subject themselves to the hard 30 day time limit.

Still, I don't see Chris being tossed out of Greene County like this. What would be the point? If he violates ostracism, he'd be charged and tried for it in Greene County, completely negating the purpose of kicking him out. However I suspect there will be some sort of arrangement like this in the plea deal specifically relating to Chris staying away from Barb and 14BLC.
If Chris knows he can't return to mommy, and all his toys are long gone, he may not see any need to leave the tard home and return to 14BLC. Maybe.
