if someone is high-functioning, they can live around those problems and pretty much fit in as normal
too bad that chris wont bother putting in effort into quelling his autism, and was never given any training on how to.

He grew up with old people telling everyone what their ails are, and he constantly does it now. Chris always has a shit ton wrong with him, and autism is either a blessing or a curse depending on his mood. If someone mentions Temple Grandin then Chris is an amazing high functioning autistic with special mind powers. If Chris is slow thinking due to lack of mental stimulation other than children's toys, then he explains it away by blaming it on the dang autism. It's bullshit, Chris has terrible social skills and had a slightly traumatic childhood, but he is capable of doing a lot. He just doesn't want to.

Why do people give Chris money? like as in donate. You're just gonna give him money for no reason? Is it funny to you or something? I honestly don't get it. Explain.

They're people with expendable cash who want to play with Chris. They get something in return, whether it's a tangible piece of art or some discussion-creating content from Chris. Chris gets toy money, they get a chuckle, both parties win. Some of them get a little e-fame out of it, which people like @DStecks obviously intended to. Chris has no trouble asking people for what he wants and he usually asks for money. When content dried up and people got desperate, they were willing to pay. Chris is becoming a legit paid artist.
 
Given how Chris seems to make videos in one take and with no rehearsal, I wonder if he thinks that people on live TV also perform without rehearsing. Or if he knows that news anchors read from autocues and porno is being directed off camera.

I don't think most people are as smart as you think they are- I would be surprised if the average person was aware of how that stuff isn't actually live (well, they probably know pornos aren't improvised)

Depends on what you mean. News anchors using a prompter is pretty common knowledge. Same goes for "live" events like SNL or award shows. At this point I think the curtain has been pulled back enough. I also think everyone has the skepticism of reality TV they just let themselves believe it's not scripted (if that makes sense).
 
So taking any Chris specific sentiments out and looking at it objectively, I think the question is this: Should disability payments go only to people who are pretty much incapable of earning any money in the labor force, or should they also go to people who have a disability which seriously hampers their labor force potential? That is a pretty subjective question, and your answer to it should dictate how you feel about Chris getting the tugboat, if you are being fair about it.
Let's face it. If Chris had some boring, easy-to-do low-income job, people would stop bitching about Chris being a welfare queen and they'd instead start blaring about how Chris is stealing jobs.
Or they'd claim he's "culturally still unemployed" or something :heart-empty:

In the hypothetical event of freaking Chris-chan stealing someone's job, that person probably would've gotten laid off even faster than Chris was fired from Wendy's anyway.

I think it would be more about how he is clearly not pulling his weight so he is being given a pity job, free money, and skating by again.

The other thing I don't quite understand is the resentment of Chris for taking the money. The government makes the money available to him. He has not misrepresented himself in any way to receive it. It seems to me a little much to ask him to turn it down.

It really doesn't make any sense, but it doesn't have to. If you want to make a drawing of the personification of Autism, just draw Chris.
