Natasha Turner was a neighbor, which made it easy for Bob to make a deal with her regarding Chris. For him to have done the same thing when Chris was in high school, he would have had to go out and approach high school girls on the street about it, which would have been creepy af, and a lot more effort than I think Bob would have been willing to put in in the first place.
