Let me guess, is this another joke gender that was started up on 4chan?
At first I didn't think so, but the flag is green and purple, and the "villain" thing can easily be turned into "i'm villaingender because I like hitler uwu I didn't choose to be this way so it's bigoted to disapprove of it e_e"
 
Those are classic villain colors, though. Or atleast associated with "evil" in a combo, probably cause of Joker.

They have been for quite awhile, they were also the most popular colors to use for Decepticons, and tended to be used for villains in a lot of eighties cartoons. And before that in comics, not just Joker but Doctor Octopus, the Vulture, Lex Luthor. Not sure where it comes from, other than possibly a limited color palette where heroes tended to use primary colors. So I guess this flag at least has something... kind of vaguely resembling thought put into it. Sort of.
 
I think purple ended up being used in comics because black didn't look right when printed cheaply on the old golden and silver age comics. It didn't "pop", so they used purple. It became a standard, to the point that just about every villain in 90's anime had purple involved in their coloring.
