From a 5-second Google search, I learned that those kids are Melanesians, and their blonde hair is caused by a completely different gene than the one responsible for blonde hair in Europeans. So overall, blonde hair evolved twice; no stealing involved, though I fail to see how it's possible to steal a phenotypic trait in the first place.
