"Witches" have been progressive~ for a while now. Wicca is basically the go-to religion for edgy "i'M nOt lIkE oThEr gIrLs" types these days, although they only call themselves that because it's edgy~ and cool~, not because they actually practice the religion.
Some of them observably do practice it, but it's for the same motivation of being "edgy religious" over "normal religious" by returning to things long-since superseded. Wicca as a specific practice was introduced in 1954 and I'm pretty sure most if not all neo-paganism is modern people attempting to recreate what fell out of practice a literal thousand years ago

I don't think I've actually comes across anything like an actual definition, it's just some generic term thrown out to cover everything from "I'm a guy dating the entire rugby team" to "I'm a chick that enjoys wearing flannel" to "I'm a guy that prefers romcoms to action flicks." I don't think it means anything other than "I have one or 2 non-stereotypical habits or traits, but my parents told me that I'm a unique and special snowflake, so I have to do something to stand out from all the other nobodies that are never going to accomplish fuck all."
 
I think queer is usually used as a blanket term, but it is mostly used in this context by cis gay/bi people to feel more oppressed.
It depends on the region; in the northeast and west it's used as an umbrella term. Though it is still used as a pejorative in the south, at least that's what I'm told.

Oh interesting to know! Here in the UK, people I know IRL often either use it to simply mean LGBT ('the queer community' etc) as a way of reclamation. Or it is used by girls who want so bad to be trans.

On tumblr, queer is used to mean 'not cisgender, heteroromantic AND heterosexual' by some people, usually cis asexual people who really want to 'reclaim' a slur because they can't say the n word. Other people who use it don't know what their sexuality is except from 'not straight' and want some kind of umbrella term for it (in this instance, they're usually either nonbinary or non gender conforming).

IMO there doesn't need to be so many flags. Notice how LGBT has a flag for each letter and then asexuality has dozens because someone might be 99% asexual and someone else might be 1.3% asexual or only asexual most of the time.
 
The use of “queer” as a reclaimed umbrella term is kind of dumb in my opinion, it’s a conveniently non-specific label that you can call yourself with people mostly not questioning you or questioning if you count as “oppressed”, even if in your case it means practically nothing about your dating habits or anything else about your real physical life
