This mentality is very much an overreaction to "blackfishers" and wannabes who throw on the black talk to sound cool or tough. It seems to be a tendency that in response to people obnoxiously appropriating other race's cultures (ie someone being a big fucking weeb and pretending to be Japanese based off their knowledge of anime) people want to doubledown on the "don't do that" by overcompensating and saying you can't do anything outside of your own culture ever, respectfully or not. This is how we constantly get the "learning another language is cultural appropriation and bad" debate rehashed every month.
You are correct in saying that AAVE and southern slang are strongly linked to each other, and the link to AAVE and gay/drag culture is also pretty tight knit. It's impossible to separate them from one another, so it's stupid to act as though it can only be attributed to one race.
