Genderbending has kind of been a thing in Japanese culture for a while now. Once you start actively looking for it you'll be able to list off some examples. But it was never intended to be a transgender thing, and by the look of the earlier examples the idea of medical transitioning never really entered play. They dress like a woman but they're a guy, simple as. The idea that they need to be explicitly identified as transgender is unmistakably the product of western culture. It's basically the 2022 equivalent of 4kids replacing rice balls with jelly doughnuts in Pokémon. They did it for the benefit of western audiences and anyone that tries to pass it off as a "nAtUrAl eVoLuTiOn oF tHe cHaRaCtEr" is lying or fucking retarded.

Bridget's backstory is that he was born with a twin brother in a village where there was some kind of weird superstition regarding twins of the same sex, so his parents decided to raise him as a girl to hide his true identity. As an adult, the guy still dressed as a girl, but he was pretty vocal about the fact that he was a man to anyone who was confused on the fact, and wanted to prove his masculinity by becoming a bounty hunter.
I dunno what kind of anime character you're talking about but I do know Birdo. That shit was played up for laughs just like Ash from Streets of Rage 3. Simpler times.
