I'm don't really watch anime so i am not sure. Her character in danganronpa is obsessed with causing despair for everyone and she gets off on all the murders and gets off even more when they are going to punish her. In one spinoff she tricks children into murdering every adult they can.

Most of what is written on that "punk" vest is quite literally indistinguishable from the propaganda the UK government spreads daily.
