There's a very small subset of women who aren't able to breastfeed due to biological reasons, then 99% that claim they can't because they don't want to get sagging tits, spend the time/effort actually doing it, or can't be arsed learning the very basic concept of breastfeeding such as "put hungry baby near tit and let it latch on". The women on this sub don't even need to make up health reasons, many of them straight up admit that feeding their babies powdered cow milk instead of real human milk is a personal choice because they can't be bothered to breastfeed.
Pretty sure in tribal situations, women would collectively breastfeed other babies if say, the mother had died, or was physically unable to (some nipple defects can prevent breastfeeding). It's part of the reason humans have thrived for so long, the sheer group collective and ability to care about each other's offspring, meaning our children have a much better chance than other animals who would just abandon babies of similar situations for survival.

Babies dying wasn't seen as such a big deal in the past. Many families had a baby die and carried on as if it didn't happen. History doesn't record most of them because they weren't named or considered part of the family until they got a few years old. Wet nurses were used by rich women who couldn't be bothered to mother their kids or didn't want to risk her body any further. There wasn't community milk bars in the poor houses and the average Joe's home.
Hence why I said tribal, my examples are all from thousands of years back, when humans were still close knit groups who cared about each other.
Spend 5 mins outside and youll see plenty of good looking, healthy women (at least here) who nonetheless have absolutely on tits let alone some capable of breastfeeding.
