russian empire at the time was by far the most repressive and autocratic of all the european statesConveniently they ignore that the entente's belligerents were primarily the British, French, and Russian empires which two of which were ruled by a monarchy. That's not even getting into the fact that the monarchs were related to each other by blood.
german empire was relatively liberal for its time (for example they had universal male suffrage like 50 years before the british did)
if you were to rank the big ww1 powers on an authoritarian/liberal scale it would probably look something like this
