Those "downgrades" of occupations were nothing out of the ordinary and you didn't even have to move to the West for it to happen. A lot of people with such jobs were idiots who couldn't perform their jobs up to standard, but were politically expedient to have there. Usually, someone who actually knew what he was doing was put to work with the politically expedient idiot in order to act like a tardwrangler so the idiot doesn't do too much damage. It's why our countries had problems with inefficiency, and things like this still happen, but not due to political expediency, it's mostly because of familial nepotism nowadays. For example, imagine you have a dumb nephew who barely passed secondary school and didn't get into college so you pull some strings to get him an accountant's position in some public capacity, like a town's treasury. Now you have to either already have someone there who knows accounting or hire them to act as a tardwrangler, because your idiot nephew is capable of doing a lot of damage if left to work as an accountant on his own.
