It's somewhat hard to get a protective order in Virginia. You have to prove that there is a chance for bodily harm. My little sister tried really hard to get one such order against her abusive ex, but had to get proof that he was a viable threat to her well being. If not for him making a death threat against our mother while the police were listening in on the phone, she probably wouldn't have gotten anything. We tried reporting to the police that he was seen several times lingering outside of our apartment complex, but their response was that the street is public property and that the only way they could go after him for being in say, our apartment's parking lot was if the apartment complex wanted to press charges, and the could've given a shit.

Snyder is a different case, since Chris tried to hit him with the car and had given the police enough reason to believe that he was a viable threat. Chris has never actually threatened harm against Megan. There is the "I don't know if I could control myself" comment, but a decent lawyer could defend against that easily since it was made years ago and Chris had been around Megan without actually raping her. They'd also say that Chris is unlikely to travel to wherever she is and do anything, as I wouldn't think she's within his immediate area.

TL;DNR: Chris wouldn't get a restraining order unless Megan had one hell of a lawyer. There is the potential of Chris going to jail one day, as he's yet to receive any actual punishment for anything he's done. He just assumes that he'll manage to get out of things one way or another, the same way teens never think that bad things will happen to them even if they court death or injury.
 
Well, I guess that pretty much settles it. Really, the time for striking really would've been back in '08, which even then could've been dodgy, since Chris didn't actually act on her. Either way, seeing as how she's happy, healthy, and in possession of one hell of a good story to tell, I guess it really doesn't matter to her. Moreover, seeing as how only a handful of non-Chris people know how to find her, what reason is there to worry?

I knew a guy who got an order of protection against him for stupid shit he said on Facebook.
