I watched the video linked by Kofi Drinka, and nowhere in it does it say that Capcom thinks Jill is unpopular. If I missed it in the video, then someone please correct me. But it seems like Kofi just made it up.
You would have to be deaf, dumb and blind not to have seen the huge push back against RE3 remake Jill. No one liked her, she was a foul mouthed bitch. People even complained they copied that personality into the new movie set years later.
You're making two different claims.
It would have been part of the reason the Jill version didn't happen. You don't need hard evidence to see that RE9 Jill version got scrapped and then replaced by the walking sim half. If RE3 remake had been popular and Jill was liked they have no reason to scrap just her half of it. RE9's leon campaign and the open Racoon city looks to be exactly what they were working on. It makes much more sense if the mortar section was designed for coop. Or how large every where is with no real means of getting around.

I liked Ada Wong in the remakes. I don't get the hate on her voice. She sounds like what I'd expect some mercenary-esque woman involved in clandestine operations to sound like.
There isn't just no hard proof. There isn't any proof at all. Just assumptions on your part, colored by your own personal biases. I wish there was proof, because it would mean that Capcom acknowledges they made a mistake with Jill. But I'm not willing to give Capcom the benefit of the doubt on that. I bet they think there's nothing wrong with the new version of Jill. I think they'll also forge ahead with the awful Ada voice actress from RE4R, despite the massive amount of backlash against her (which was way bigger than the backlash against Jill). But, hey, I would love for Capcom to prove me wrong.
Well, Ada in RE2R and Ada in RER4 are not voiced by the same actress. She sounds fine in RE2R. Pretty similar to how she's always sounded. I don't recall hearing any complaints about it. It's the RE4R voice actress that sucks. She sounds nothing like Ada.

Capcom won't come out and say they fucked up with Jill. But RE3's reception and even the new movies reception has been negative. You don't pivot away from a character you're hinging the series on for nothing. Jill was to be the new face of RE along side Leon and Chris. Her and Leon are the main characters in the new movie. They were to be the main characters for RE9. The remakes and extended media all focus on the two of them while Chris is sidelined as an easter egg at the end of games or in cut scenes where he does nothing.
I would bother but I won't. Get a clue and leave your echo chamber, you might see how utterly despised both Jill and Mia are. Mia returning in RE8 pissed off a lot of people because they hated her.

No one said Jill was a beloved character. She was milquetoast as fuck. There's no big hate campaign against the character because no fucking cares that much. More people are pissed off what a shit game 3 was than people whining over her girl boss shit.
You have a very selective memory if you don't recall the girl boss stuff pissing a lot of people off. Jill was popular despite not having a lot of personality.
