Agreed on every level.
Survivor's biggest flaw in my humble opinion is that it tried to mix the classic tank controls with the FPS gameplay.
I don't have a problem with tank controls but it doesn't lend itself well to first-person games, especially not back then. Maybe it was better with the Guncon but we didn't get Guncon support thanks to Columbine.
FPS games were in a weird state of limbo around 1999-2000. There was the big controversies related to Columbine, but the genre was in an odd place in general. The Doom clone fad of the mid-90's was largely petering out and while Quake and Unreal generated a lot of interest on the PC side of things, the only console FPS that was even remotely popular at the time was Medal of Honor.
It was the era that was after Doom and Duke Nukem but before Halo, Half-Life 2, and Call of Duty.
If Capcom was smart, they could easily do a remake of Survivor on the RE Engine and actually make it work very well.
I'd love to see a proper fan remake of it. There was that "Behind The Mask" total conversion mod for the SourceNext PC ports of RE2 that was going to recreate the game as a "Classic RE" tank controls game but that went nowhere from the looks of it.
