well she would be, till Rose came along, Rose is the strongest B.O.W ever recorded in the series that has human sentience, HAOS might be worse in terms of pure apocalyptic might, but its brainless.
though my favorite of the Big B.O.W's will always be G-Birkin, because it stands alone as very unique in the franchise, for one, it isn't a weapon, the G-Virus has basically zero functions as a weapon for making B.O.W's, and two, the G-Virus is unique in that it doesn't use outside DNA to cause mutations or w/e, there's no lizard, or plant, or bug or mold DNA here.. the thing that is mutating is using your DNA to do it, as shown by Birkin (especially in the remake which paints a more vivid picture) all of his growth is human in origin, sure its impossible and nightmarish, but its human bones, human eyes human musculature, its using only what it has on hand, which is Birkin's DNA, which brings me to my final reason why I like it.
It is intelligent itself, beyond the host, and most nightmarish of all, it uses the Hosts DNA and Memories/Brain to function, but doesn't need it, it has it all copied to itself, it knows what Birkin knows, the G-Matter is effectively sentient itself, and is Sentient with a copy of Birkin, but stripped of human elements like empathy, sympathy or anything else of that nature, its an error to consider what he becomes just an animal, its more like a thing that has all of Birkin's memories and capabilities, but no desire to act like Birkin acted.
By the time of this image, "G-Birkin Form 2" the Entity grows a new head and fully takes the body from his original head, however, more than likely, it had grown this brain, or had been growing this brain, as early as even quite a bit before G1 that we encounter, it was likely a very large nerve cluster that it just started to form into a brain, and would have to use Birkin's brain as a basis, this means that until it takes a monumental amount of damage and unravels, the G-Virus is so resilant that destroying the spinal column and Brain mean absolutely nothing, a series unique one-off, it has no true need for a central nerve control, it can, at will grow a new one.
This is why its the most horrific of the creatures in the series, its both incredibly horrifying, but also human, and worse of all, Birkin is likely along for the ride, but completely shut off from control till the very end, it doesn't seem to every really destroy anything of itself, just grow outward to become different, Birkin's original spine and Ribs (and likely head, just completely submerged) remain on the entity till its death, likely fully functional, with his conscience fully awake, but regulated to a nerve cluster in functionality.
