I believe he does say more later, maybe in another flashback down the line or maybe in the Lost in Nightmares DLC, he and Wesker have a whole scene before Chris and Jill arrive. The cherry on top is that the Spencer death scene is even worse than I remembered, my memory had softened that by imagining we see him say something like "Wesker, you traitor!" before being killed, but we never even really see or hear him, he's just already dead on the ground, that is such bullshit, that is the writer taking a dump on this series and I hate it, once again I have to say that that needs to be retconned and we need a proper confrontation with Spencer, I mean since we never get a good look at him anyway how do we even know he's really dead?
It's still pretty dissappointing that one of the biggest characters in Resident Evil lore gets such a minimal role. I agree that RE5 takes itself too seriously for the type of content it has. If it had gone in the RE4 route of just being over the top silly, instead of over the top stupid, it might have fared better.
I still replay it every year or so and enjoy it from a gameplay perspective. 2 player mode is very fun (AI Partners so retarded they'll barely try and aim for headshots) and there are many good setpieces, even tho the second half of the game tends to drag a bit.
