Are you trying to emulate DOS/Windows from Linux? Or do something else?

If you are, you can set up a virtual machine, install the required Windows version on it and run the games on there (remember, you'll lose your save games when you close the VM unless you give it access to a SD port and store them offsite). You'll also need a program to make a virtual CD drive to run your bin+cue or iso file as a CD[I use Deepburner because it bypasses Blizzard's CD DRM for Diablo 2, but anything of that sort]. This must obviously be installed from within the VM.

If you're trying to emulate Windows from somewhere else or have a different problem the above obviously will not work.

Oh i have no idea on how to set up vitual machines. Im looking for emulator programs. Also pc engine is the japanese TurboGrafx16 not any type of old ass OS

Otake and Magic Engine are not very good, choose "Recommed" one from the list. You probably have to convert that ccg file to bin/cue format. Don't forget to get PC Engine bios files too (search "pc engine cd bios").

I personally recommend MedReborn (frontend program) + Mednafen, or Retroarch + Beetle core(*core is the actual emulator, Retroarch itself is a frontend).

Both of them have pros and cons, and they aren't very newbie friendly, but you'll figure out unless you're literally retarded. Mednafen is probably a bit easier to use, you should at least try this one. Retroarch has an abysmal user interface, but have a more comprehensible documentation compared to Mednafen imo.

I second the recommendation of Retroarch, especially for emulation of weird or obscure systems (I once used it for Sinclair programs because I had the files and I thought they were talking shit about being able to emulate that. They weren't.)

It will take some time to figure out how to run it, but there's quite a lot of information to be found on the internet so you'll probably manage.

Adding onto this, I recommend Retro Game Corps. He has both an extensive video guide and a written guide for how to use RetroArch, since it has so many features that it can be overwhelming.
But if all you want to do is quickly open a game and start playing, here’s a basic guide:
1. Download and open RetroArch.
2. A lot of controllers are configured automatically, but if yours isn’t, go to Settings->Input to set up your controller. Make sure you set your Menu Toggle Controller Combo in Menu Hotkeys.
3. (Optional) Go to Settings->Driver->Menu and change it to xmb if you want a PS3-style menu instead of the default Switch menu, then restart RA.
4. Go to Main Menu->Online Updater->Core Downloader and download whatever cores you want. Cores are programs (emulators) that run within RA. For PC Engine, you probably want Beetle PCE or Beetle PCE Fast. Also, update your other stuff by selecting every menu option that has “Update […]”.
5. Go to Main Menu->Load Content and load your game. Have fun!
6. (Optional) Play around with Quick Menu-> Shaders and use something that looks good. I like shaders_slang/crt/crt-guest-advanced.slangp, shaders_slang/presets/scalefx-aa-fast.slangp, and anything in shaders_slang/bezel/Mega_Bezel (for Mega Bezel, go to Settings->Video->Scaling and set Aspect Ratio to Full).

Anyone here get the Retro Fighters Defender? I don't have a good PS3 controller so thought I might grab one.
 
Is the brook adapter for the ps2 any good does it have input lag or is the blueretro ps2 adapter good but most importantly do they have pressure-sensitive buttons

Charged up my original DS, found a Castlevania: Dawn of Sorrow cartridge, still holds up. Wish I still had Circle of the Moon GBA cartridge, though thankfully emulating is a thing. Circle was super fun, highly recommend for anyone who likes side scrollers & 2.5D. Cool thing about the DS is that GBA games are compatible too. Companies would make even more bank if they offered systems that could compete by easily being able to play multiple consoles games. Found original Final Fantasy in the GBA slot of the DS, thinking about playing it with a challenge, maybe all black mages. It’s time consuming and a bit tedious and no matter how much I enjoy dungeon crawlers, not sure I can stomach a FF replay, even with an increased difficulty. Wish that Ultima III Exodus, came in a GBA format, but I have it for PC. First played it on NES, and would like to again via a handheld console. Might make a project one day and build my own handheld emulator, in order to.

If you have a DS flashcart, you can emulate NES on it, though keep in mind the (depressing) fact that each of the DS’s screens has a lower resolution than the NES. Or better yet, you could go down the rabbit hole of chinese emulation handhelds.

Honestly the PSP is pretty good for emulation. Just jailbreak it and you're good to go. I discovered the youtuber Tech James and he does some very detailed step by step walkthroughs. Since Sony pulled their PSP library it gives it new life.
Plus there's a little program called PS1 to PSP that converts the old console Roms over to PSP format. I've used it on loads of RPGs and they work flawlessly.

I was thinking of games using ALL the buttons on the PSX running on a PSP, but the dpad and nub makes some sense. But dualshock, how would/could that work on the PSP?
