This was the case for most of Western civilization's history - the all-powerful national government that can declare winners and losers by fiat is a modern innovation. The lack of such did nothing to stop the rise of private fortunes and powers that rivalled the governments of their day.They way to prevent it is to not have a government capable of granting power and favors to whomever pays the most.
The only difference is that back in the olden times, the great private powers didn't really feel the need to get involved with the common turnip farmer the way modern corporations do with the common desk jockey.
