It's been a while since I read the books, but IIRC after the events in the first two movies, the yautja (what the Predators call themselves) put a semi-moratorium on hunting humans. Stalking humans was limited to proven, skilled hunters, not just the rank and file; presumably, this was (a) recognition of humans being 'the most dangerous game' and (b) to keep the damned humans from getting lucky and reverse-engineering yautja technology.

In other words, you needed official sanction to collect human skulls, because if you got careless the humans were likely to bag you.

That actually brings up an important question: what baseline does Bob use for determining what counts as a "fully-human" being? I ask because a fetus develops a heartbeat and neural activity early in its development. It's one of the reasons why I have never been on board with the pro-choice side of the abortion debate. Honestly, I have no reason to believe that Bob even considers the deeper philosophical and moral implications of abortion. He just repeats the same talking points, particularly the "it's her body!" argument. I could go into my own scruples over the issue, but this is not really the place.

Bob probably doesn't have an answer because he never actually thought about it. I wouldn't be shocked if Bob only supports abortion because his "friends" so to speak do. Like you said, most of his defense of it is just baseless rhetoric. He probably has no set belief for what constitutes a human being, he's just using that line because it sounds good.

Considering however his opinions on people who disagree with him and his views on evolution, the answer could easily be that he thinks only people who are on his side are full human beings. The other side are the "improperly evolved" who shouldn't even be considered apart of the same species.
