Why go back so far? It was Obama who defunded NASA and turned it from Space Exploration to being the cabana boy of the NSA.
It was less a defunding of NASA as a whole and more shitcanning the Constellation program that Bush had spearheaded as another attempt to return to the Moon. Part of it was an attempt to appear fiscally responsible (admittedly, the program was over budget and behind schedule, but we're talking the government here, what do you expect), but I think most of it was the desire to cancel any positives the Bush presidency might have had. If Constellation had succeeded in putting a man on the moon again, then Bush would have gotten some credit for getting the ball rolling, and Barry wasn't about to let that happen. Instead, NASA had to make do with a few unmanned probe missions while a lot of the agency ended up focused on global warming.
Billy-Bob says this when he venerates and worships a fucking children's ride that no longer exists in that format at EPCOT... and uses it and the commercials put there by random companies as his own understanding of science. I wouldn't be shocked if he also got his beliefs in NASA as the only approach from the October Skies movie, where a gang of hill ghouls becomes obsessed with rocketry and tries to enter a national science fair for it. It's a great film, but Billy-Bob would probably only take the side of "THESE GHOULS TOOK MAH FUTURE" since their folks were more concerned about ensuring their kids went to mining (since their hometown lived and died by the mine, as many West Virginian towns did).

My guess is that he would accept it, but he will be fuming and terribly passive aggresive to everyone at the job to the point he would be fired the second he gets caught stepping out of line or fucking up.
