Because in Bobs mind, its the act of the advancement that is the only relevant factor, not the scale or viability of it.

In Dostoevsky's Demons, when Shigalyev calculated that in the perfect society he envisioned ninety percent of people would have to live in abject misery to make life good for the remaining ten percent, he was horrified. Because even though Dostoevsky wrote several novels about how the ideologies he opposed were ultimately destructive, he was capable of seeing that the people who believed in the were often good people who wanted to help.
